Women’s Inclusion in the Post-Conflict Reconstruction of the Casamance Senegal

Women’s inclusion in development processes, also referred to as Gender Mainstreaming in a broader sense has been the object of many contemporary studies. Taken alone or integrated in the global fight against poverty and the stabilization of fragile states, good policies are fundamental in the procedures. However, in many cases, even the best policies do not lead to expected achievements because the mechanisms of implementation are not given enough consideration. There is a lack of investment in time and means to make policies work before we adopt new ones. This study therefore seeks to identify the main factors that contribute to the lack of significant outcomes of many of the mechanisms put in place for greater inclusion of women. The case studied is a post-conflict region where there is a need to keep security and stability, but also to reduce poverty rates and income gaps. We analyzed the interplay between the government and the international community efforts, in a few chosen interventions. Besides, a questionnaire was distributed through a snowball sampling to agents of the local and central governments, civil society organizations, independent consultants, etc. The aim was to determine what in the collaboration with the donor countries and what in the operation of local government agencies contributed or not to women’s inclusion. By looking at the interventions and arrangements for projects management, we found that weaknesses in implementation are still important. And, the respondents’ contributions gave insights into women associations’ strengths and weaknesses in service delivery, and the shortcomings in local development agencies affecting gender institutionalization. From these different inputs, the structure and the operating system of the Regional Development Agencies, and the weight of Gender Units in the decision-making process stand as particularly important. Besides, to make sure institutional change takes place, it is critical to reform local governance with a great consideration given to gender balance in agencies.

넓은 의미에서 성주류화라고 불리는 현상인 개발 과정에 있어서 여성 참여가 대부분 최근 연구의 대상이 되었다. 빈곤에 대항하는 세계적 투쟁과 연약한 국가의 안정화에 있어서 좁은 의미나 넓은 의미에서 봤을 때 좋은 정책이 투쟁과정의 근본이 된다. 그럼에도 불구하고 실행 방법이 충분히 고려가 되지 않았던 탓으로 대부분의 경우 최상의 정책조차도 예상 성과로 이어지지 않을 수 있다. 새로운 정책을 채택하기 전에도 기존 정책의 실행을 위한 시간 투자와 방법에 대한 고려가 부족하다. 본 연구는 여성을 참여시키기 위해 사용된 방법들의 의미 있는 결과가 결여되는 주요 요인들을 밝히는 것을 목적으로 한다. 본 연구는 안보와 안정성의 유지뿐만 아니라 빈곤율과 소득격차를 줄일 필요가 있는 분쟁 이후의 지역을 분석했다. 본 연구는 연구 대상으로 선정된 개발 프로젝트에서 정부와 국제 사회 노력의 상호작용 과정을 분석했다. 또한 설문 조사가 스노우볼 샘플링을 통해 지방자치단체와 중앙 정부, 시민사회단체, 독립 컨설턴트 등의 요원에게 배포되었다. 설문 조사는 원조국과 중앙 정부의 기관 간의 협력이 여성참여에 어떻게 기여했는지를 밝히는 것을 목적으로 하였다. 프로젝트 관리를 위한 개발 정책과 준비 상태를 살핌으로써 정책 실행의 약점이 여전히 중요하다는 점을 발견했다. 또한 설문조사의 결과에 의해 서비스 제공에 있어서 여성 단체 운영의 강점과 약점, 성 평등화에 영향을 미치는 지방 개발 기관의 단점이 분명해졌다. 이런 다양한 개발 정책에는 지역 개발기구의 구조, 운영체제와 의사 결정 과정에서의 성별 요인이 중요한 위치에 있다. 게다가 제도적 변화가 일어나기 위해서는 정부 기관의 성별 균형을 고려하여 지방 통치를 개혁하는 것이 위급하다.
