공적영역에 대한 신뢰 하락과 전문가 집단의 권위 붕괴 문제를 해결하기 위해서는 이들 집단에 대한 권위와 신뢰의 지형을 파악하는 것이 중요하다. 이에 이 연구는 현재 한국사회에서 전문가는 누구인지, 이들의 권위와 신뢰 수준은 어떠한지, 거기에 어떤 요인들이 영향을 미치는지를 규명하고자 하였다. 2016년 전국의 성인 남녀 1,500명을 대상으로 수집한 ‘전문가 권위와 신뢰에 관한 설문조사’ 자료를 활용했고, ‘전문가 동의 수준’과 ‘권위 수준’, ‘신뢰 수준’에 대한 기초통계분석과 다중회귀분석을 실시했다. 분석 결과 특정 직업 집단을 전문가로 판단하는 데에는 전문지식과 업무능력으로 대별되는 ‘지식전문성’과 사회적 지위, 영향력, 소득수준으로 대별되는 ‘권력성’이 유의미한 영향을 미쳤으며, 특히 지식전문성이 중요한 요인으로 작용했다. 전문가의 권위에는 ‘권력성’만이 유일하게 강력한 영향을 미쳐 한국사회에서 권위가 권력 개념으로 이해되고 있음이 드러났다. 또한 전문가 집단에 대한 신뢰에는 지식전문성과 권력성뿐만 아니라 법/규정 준수, 윤리성, 공익성으로 대별되는 도덕성이 중요하게 작용하였다. 그러나 권력성의 경우 신뢰 수준에 부정적인 영향을 미쳐 현재 한국 전문가들의 권력 기반이 정당성을 결여하고 있으며, 시민들이 전문가 집단에게 바라는 것과 현재의 상황 사이에 상당한 괴리가 존재함을 확인하였다.

Korean society is suffering from the decline of trust and authority of the experts. Using national data collected of 1,500 adults in 2016, this study examines the following questions: 1) Who is the expert in Korean society? 2) What are their authority and trust levels? 3) Which factors affect their levels? On judging an expert, ‘power(social status, leverage, income)’ and especially ‘expertise(professional knowledge and job performance)’ had significant effects. However, on experts’ authority, only the ‘power’ had the strongest influence. In addition, experts’ trust level was influenced not only by expertise and power but also by ‘morality(law/regulation abidance, ethicality and public interest)’. However, another discrepant result is that power had negative impact on trust level. This implies that at present, the power base of Korean experts lacks legitimacy and that there is a considerable gap between reality and expectations of experts.
