초록/요약
우리나라 에너지 전환정책 기조로 친환경연료에 대한 기대와 관심이 크게 증가하였으나, 이는 결코 에너지 수급에서 화석연료의 중요성을 감소시키지 않으며, 오히려 화석연료 중 탄소배출이 적은 천연가스 수요증대의 동기가 된다. 본 연구는 안정적인 천연가스 수급을 위해 한국정부 및 민간기업이 취해야 할 전략적인 방안을 연구하였다. 이를 위하여 우리나라 천연가스 인프라와 도입방식을 살펴본 후 공급선 다변화의 필요성을 살펴보았다. 천연가스 공급확대를 위하여 유망한 파트너인 러시아는 동시베리아와 극동지역의 인프라 부족으로 보유한 천연가스 자원을 효율적으로 활용하지 못하고 있다. 이러한 상황에서 한국은 러시아 인프라구축사업에 참여하고 그 대가로 생산물인수계약 체결을 통한 천연가스도입 방안을 모색하는 것이 바람직하다. 또한 참여자본조달을 위해 국내적으로 대체투자 상품시장을 활성화시키고 이를 위한 정부의 지원이 필요하다.

Korean Government’s energy consumption change policy, so called ‘energy transition policy’, makes people to concentrate more on the renewable source of energy. However, it cannot decrease the importance of fossil fuel in country energy mix. It is more likely to boost natural consumption of natural gas that emits less green-house gases. This study discovers the strategic plan for stable natural gas supply that can be adopted by korean government and private companies. In order to figure out the direction of the plan, the study covers korean natural gas importing infrastructure and the process of import. One of the promising partner, Russia, finds difficult to utilize their valuable energy source due to absence of transporting infra. In this state, Korean government and companies should pushfully participate in infra projects in the territory of Russia, and in turn korean sides are able to make 'off-take contract' so that Korea can acquire natural gas from Russia. In addition korean finance market should develop alternative investment in order to raise capital for overseas investment. Also, the korean government should make policy to make investment friendly environment in domestic capital market.
