최근 이주외국인의 증가가 불가피한 현실에서 본 연구는 민족정체성을 중시하고 선별적이고 동화주의적 정책속성을 갖는 독일의 정책경험을 이해하고 그러한 경험이 우리나라의 이주외국인 정책에 주는 함의를 밝힌다. 독일 이주외국인 정책의 변화를 역사적으로 추적하고 그러한 역사적 변화가 현재의 이주외국인 정책 내용과 어떤 관계에 있는지를 논의한다. 이를 위해 이주외국인 관련 정책의 대표적인 국제지수인 MIPEX(Migrant Integration Policy Index)를 기반으로 분석을 실시하였다. 분석결과는 다음과 같다. 첫째, 독일은 표면적으로 이주외국인에 대해 전향적인 정책기조를 유지하는 것으로 보이나 정책영역별 다양성이 발견된다. 둘째, 노동시장 이동성과 국적취득에서는 비교적 안정적이고 전향적인 기조를 유지하였다. 셋째, 정치참여의 경우 이민자의 정치적 활동은 비교적 적극적으로 보장하나 선거권 및 피선거권은 엄격히 제한하는 양면성을 보였다. 넷째, 가족재결합에서는 진입장벽이 높은 대신 조건이 충족될 경우에는 수용의 범위를 확대하는 단계적 대응방식을 취했다. 다음으로 차별금지는 당위적이고 명목적인 차원과 실질적인 현실과는 일정한 간극(gap)을 보였다. 이는 정책의 형식주의로 나타날 가능성을 내포한다. 마지막으로 교육은 자문화중심주의에 기초한 프로그램을 제공함으로써 다문화주의와는 일정한 거리가 있었다. 이상의 결과가 갖는 의미와 우리나라의 이주외국인 정책에 주는 시사점을 심층적으로 논의하였다.

This study focuses on the understanding of German policy experience of immigrants with emphasis on national identity, selective and assimilative policy attributes and uncovers its implications for Korean policy of immigrants. Historical changes in German immigration policy and their impact on current policy are addressed. The data from the MIPEX (Migrant Integration Policy Index) are used. The findings are as follows. First, while Germany has maintained a proactive policy stance on migrant foreigners on the surface level, there have been internal variations by policy area. Second, ‘Labor market mobility’ and ‘Access to nationality’ are consistently proactive. Third, ‘Political participation’ demonstrates a duality. The political activities of immigrants are secured in an active manner, but the right to vote and candidate eligibility are not given to immigrants. Fourth, ‘Family reunion’ takes a step-by-step approach. Then, ‘Anti-discrimination’ shows gap between normative/ formal aspects and 'reality'. Last, ‘Education’ is far from multiculturalism by providing programs based on ethnocentrism. The implications of the findings are discussed in depth.
