To Develop Foster Care System of Children with Disabilities

The purpose of this study is to present a policy and service improvement measures for foster care supporting the entrustment of disabled children to their families in accordance with the situation of disabled children in Korea. To this end, the current foster care system was understood and policies and systems necessary for the protection of foster care for children with disabilities were studied. In this study, a Delphi survey was conducted on 20 experts related to the field and academia of the foster care System. As a result, the Act on Family Entrustment of Disabled Children showed that the Child Welfare Act, the Disabled Welfare Act, and the Disabled Children Welfare Support Act should include the protection of disabled children. It was necessary to consider the types and characteristics of children with disabilities in a separate process for children with disabilities in institutionalized entrustment. Second, the family consignment support system required loss of parental rights, appointment of guardians, support for public guardianship projects, deployment of additional professionals, budget support in the central government, and national responsibility for child support. Third, the protection of foster care system was found to be dedicated of foster care protection procedures and case management at the home entrustment support center, and cooperation with city, county, public-private consultative bodies and disabled service providers was needed. Fourth, the family consignment support service said that support for cost-settlement and support for entrusted families were needed. Fifth, it was said that it is necessary to increase the amount of professional child protection expenses and to expand support for household entrustment support, such as differential payment according to the characteristics of disabled children. Therefore, the improvement measures are as follows: First, there needs to be a revision of the law on foster care for disabled children. Secondly, foster care system for disabled children needs to be improved. Thirdly, the protection of foster care of disabled children should be provided within the foster care system. Fourth, it is necessary to expand the protection of foster care service for disabled children. Fifth, allowance support needed for foster care for disabled children should be provided.
