도시재생계획 수립을 위한 도시쇠퇴진단 고찰 - 정책 및 학술연구와 도시재생전략계획의 비교ㆍ분석을 중심으로

효율적인 도시재생사업을 위해 정부는 2013년 『도시재생 활성화 및 지원에 관한 특별법』 및관련 조례 등을 제정을 하였고,􀀁 이를 통해 각 지방자치단체가 도시재생전략계획(이하 “전략계획”)을 수립하게 하였다.􀀁 전략계획 수립의 첫 단계인 도시쇠퇴진단에 관해 국토교통부 가이드라인은 물론 다수의 정책ㆍ학술연구에서도 다양한 쇠퇴진단 방법과 지표개발을 제안하고 있다.􀀁 본연구는 기 수립된 전략계획 19개와 정책ㆍ학술연구 11개를 비교ㆍ분석하여,􀀁 정책ㆍ학술연구에서제시된 진단지표 및 방법이 실제 계획에서 어떻게 활용되고 있는지 살펴보았다.􀀁 그 결과,􀀁 1)􀀁 물리적 환경개선이 도시재생 전략의 핵심목표임에도 물리적 환경지표의 수가 적게 나타났고,􀀁 2)􀀁 대도시가 중ㆍ소도시보다 더 많은 수의 지표를 사용하고 있으며,􀀁 3)􀀁 정책ㆍ학술연구에서 제시된 다양한 지수표준화ㆍ지수등급화ㆍ가중치부여 방법 등이 실제 계획에서는 잘 사용되지 않고 비교적 간단한 방법들이 한정적으로 사용되고 있는 것으로 나타났다.􀀁 이에 따라 본 연구는 향후 전략계획의 수립 및 수정에 정책ㆍ학술연구의 기여도를 높이기 위해 각 지자체 및 계획 수립 참여자들을대상으로 하는 별도의 교육이 요구되고,􀀁 실제로 활용 가능한 플랫폼 구축의 필요함을 제언한다.

The Special Act on Promotion and Support for Urban Regeneration, enacted in 2013, requires every municipality to develop its own Urban Regeneration Strategy Plan (URSP). The initial step of the development of a URSP is to measure urban decline. Many studies and policy documents, including the guideline of the Ministry of Land, Infrastructure, and Transport, have introduced various measures to diagnose the urban decline effectively. This study compares and analyzes the existing 19 URSPs and 11 policy documents and academic studies to examine how those methods and measures are used. The outcomes indicate that 1) few indicators of physical characteristics were found, even though they are one of the main goals of urban regeneration; 2) large cities adopted more detailed and complex indicators than mid-/small-sized cities; and 3) the various indices, standardizations, ratings, and weighting methods suggested by academic research tend not to be used in the plans and the majority of URSPs adopt relatively simple methods on a limited basis. Therefore, this study suggests an education program for municipalities and the planning practitioners involved in developing and modifying the URSPs and the development of a working platform to heighten the relevance of policy and academic researches in the field.
