삶의 한 방식/과정으로서의 병역거부 : 구술을 통해 본 2000년대 이후 ‘정치적’ 병역거부자의 자기생애 인식

2000년대 이후 한국 사회에서는 기존의 종교적 신념을 넘어 정치적 신념으로 병역을 거부하는 실천들이 나타나기 시작했다. 이들의 ‘정치적’ 병역거부가 사회적 의제로 부상한 이래 지난 10여 년 동안 병역거부에 대한 학술적 연구는 법률적 제도 개선과 대체복무제의 도입에 초점을 맞추어 수행되어 왔다. 그렇지만 병역거부의 주체들이 군대 대신 감옥을 선택하기 이전 어떤 삶을 살아왔는지, 그리고 출소 이후 자신의 삶을 어떻게 재구축하는지에 대한 연구는 거의 이루어지지 않고 있다. 이 논문은 구술생애사 접근을 통해 정치적 병역거부자의 기억을 현재의 시점에서 재구성하여 병역거부 이전과 이후를 포함한 그들의 삶의 경로를 추적한다. 이로써 병역거부의 실천이 군사주의와 징병제의 영향 아래 오랜 기간 축적된 경험의 발현 과정이라는 점을 밝힌다. 즉, 강고한 징병제를 고수하고 있는 국가권력과 그에 대한 저항이 극명히 대립하는 경계에서 출현한 정치적 병역거부의 실천은 특정 순간의 일시적 행위가 아니라 삶의 한 방식/과정이라는 것이 이 논문의 핵심적 주장이다. 이 연구에 등장하는 구술자들은 서로 다른 가족 및 사회적 배경에도 불구하고, 순탄치 않은 성장기를 경험했다는 공통점을 지니고 있다. 즉, 청소년 시절에 경험한 가족과 사회에서의 충돌과 갈등이 이들의 삶에 지속적인 영향을 끼치는 요소로 작동하고 있다. 구술자들의 청소년기에 대한 기억은 폭력적인 경험들로 채워져 있는데, 이는 그들의 생활세계의 관계망이 권력과 위계에 의해 구성되었음을 의미한다. 하지만 그들이 항상 권력의 피해자였던 것만은 아니며, 권력을 가진 측에 순응 혹은 타협하는 경우, 또는 스스로 권력을 추구한 경우의 기억도 나타나고 있다. 특히 남성성과 깊이 연관된 폭력에 대한 인식은 병역거부 과정에서 극복해야 할 대상으로 재(再)설정된다. 이런 측면에서 병역거부를 수행하는 것은 억압의 기제를 자각하고, 그것에 저항할 동기를 스스로 생산하는 것이라 해석할 수 있다. 구술자들은 병역거부를 통해 받을 불이익을 감내해야 한다는 점을 인지하고 있으며, ‘생활인’으로서 자신의 삶을 영위하는데 있어 보통의 사람들과 마찬가지의 수고를 기울이며 살고 있다. 단, 이들은 세상에서 인정받는 삶의 방식보다 스스로가 바라는 삶에 더 큰 무게를 두고 있다는 점에서 사회의 여타 성원과 차이를 보이고 있다. 강제와 폭력으로 지탱되는 현재의 징병제에 동참하지 않으려 병역거부를 선택한 그들의 삶은 평범하면서도 비범한 것으로 나타날 수밖에 없는 것이다. 그리고 구술자들 각각의 경험과 기억은 그러한 삶이 그 전부터 이미 진행되어 왔으며, 병역거부 이후에도 이어지고 있다는 것을 드러낸다. 이런 면에서 정치적 병역거부자가 원하는 것은 병역거부가 또 하나의 삶의 모습으로 사회에서 인정받는 것이다.

초록/요약

Apart from religious belief, political conscientious objection to military service began to appear in Korean society after the 2000’s. It has since, over the past 10 years, become a social agenda, and academic research on conscientious objection has been focusing on an improvement of the legal system and the introduction of alternative service. But few studies have concerned themselves with how the objectors have lived prior to choosing imprisonment instead of military service and how they rebuild their lives after release from prison. By use of an oral life history approach, this study tracks the life course of political objectors' before and after the objection while conveying their stories from a present-day vantage point. The study shows that the practice of conscientious objection can bee seen as a manifestation of an accumulated experience under the influence of militarism and conscription system. In other words, the central claim of this thesis is that the practice of political objection that emerged from the border between firm state-administered conscription and resistance to that is not a temporary action but choice based on a certain view of life. The interviewees in this research are from different family and social backgrounds, but they are similar in having a troubled adolescence. The conflicts in family and society from their youth experience seems to have had a lasting effect on their lives. The interviewee's recollections of adolescence are dotted with experiences of violence. This means their social web of everyday life is made-up of relations dominated by power and hierarchy. But they were not always victims of power abuse. They also show that they in some cases assumed the role of perpetrator and sought to assume power for themselves. Especially for the interviewees, a culture of masculinist violence is established as an obstacle to overcome in the process of objection. In that respect conscientious objection can be interpreted as a way of coming to terms with internalized suppression and of generating strategies of resistance. In this way, the interviewees are aware that they will have to bear the disadvantages from objection to military service. Also they work hard to make a livelihood as ordinary people do. The only difference between political objectors and other social members is that the former emphasizes the way of life they want to live. The lives of the objectors appear to be either ordinary or extraordinary, since they choose political objection not to join the exiting conscription system sustained by compulsion and masculinist violence. The testimony of each interviewee show that they sought that way of life prior to conscription, and it continues after objection and imprisonment. In that sense, what the political objectors want is that society accepts and recognizes objection to military service as an alternative way of life.
