중국의 부상과 이에 대한 미국, 일본의 적극적 대응, 그리고 양자간의 의사소통 기회의 감소와 오인(誤認)의 증가는 동북아에서 신냉전적 안보구도가 형성할 가능성을 높이고 있다. 북핵을 둘러싼 소모적 대립은 이러한 전략적 불안정성과 맞물리면서 파국적 결과를 초래할 개연성을 가지고 있다. 이 글에서 필자는 "북한 문제(North Korean problems)" 해결을 위해 성과(成果)의 축적과 원칙의 고수를 강조하는 "전략적-실용적 접근"을 제시하고 있다.
