도시재생을 위한 지역축제에서 예술콘텐츠 개발 사례 : 통통 통영골목예술제를 중심으로

In this study, an example of an art festival was studied among local festivals. It is imperative to develop art content that can secure the philosophy and identity of local festivals and allow locals to reflect on them. Local festivals are linked with urban regeneration in the region. In other words, in order for festivals to play a big role for urban regeneration and for local festivals to play a sustainable role in the region, the context of urban regeneration in the region must be shared. Urban regeneration refers to reviving a dying or aging city. This should not only be economic, social, physical, and environmental, but also be cultural, artistic, and ecological, where all of these elements are brought to life in the region and the soul is alive. The festival is very important for urban regeneration in Tongyeong. In this context, we would like to present a case of developing art contents at local festivals by studying the development of art contents at Tongyoung Alley Arts Festival in Tongtong. In this study, we would like to explore what art contents were developed and performed at the Tongtong Tongyeong Alley Arts Festival and study the function and meaning of the art contents to leave a useful example for the development of art contents at local festivals. Based on the results of the study, it is suggested that both natural environment and art resources should be used as the driving force for the revival of Tongyeong's urban regeneration. Based on this research, we hope that the importance of the development of art contents will be recognized in the local art festival. It is also hoped that this case will serve as a reference in developing art content.

본 연구에서는 지역축제 중에서도 예술축제인 <통통 통영골목예술제>의 사례를 연구하였다. 지역재생과 지역축제는 동전의 양면과 같이 하나의 목적을 향해서 같이 진행되는 경우가 많다. 통영에서는 이미 도시재생 사업이 진행되고 있지만 통영이 갖고 있는 예술역량을 본격적으로 활용하여 예술콘텐츠를 개발하는 축제를 한다면 이는 통영이 다시 활기를 차는데 큰 역할을 할 것이다. 한국에는 수많은 지역축제가 있는데 과연 지역의 철학과 정체성을 확보하고 지역민들에게 성찰을 하게 하는 축제는 얼마나 있을까 생각해 볼 일이다. 이런 내용을 할 수 있게 하는 예술콘텐츠의 개발이 절실하다. 지역축제는 그 지역의 도시재생과 연결되어 있다. 즉 도시재생을 위해서 축제가 역할을 하고 지역축제를 위해서 그 지역의 도시재생이 역할을 해야 그 도시의 발전이 지속가능하게 된다. 도시재생이란 죽어가거나 늙어가는 도시를 다시 살리는 것을 말한다. 이는 경제적·사회적·물리적·환경적인 것에 그치지 않고 이 모든 요소를 통섭하여 지역에 생기를 창발 시키고 영혼이 살아있는 문화예술적이고 생태적인 것이어야 한다. 즉 예술적 감수성과 예술이 함께 하지 않는 도시재생은 집을 현대화하는 주거환경의 개선 차원에서 끝날 수 있다. 지역재생을 위해서 예술로 예술이 녹아든 지역축제에서 예술콘텐츠를 개발할 필요가 절실하다. 예향인 통영의 도시재생을 위해서 예술은 대단히 중요하다. 이러한 맥락에서 본 연구에서는 사례연구를 통해서 <통통 통영골목예술제>에서 예술콘텐츠 개발을 어떤 내용으로 어떻게 했는지를 연구하였다. 또한 그 예술콘텐츠의 기능과 의미를 연구하여 지역축제에서 예술콘텐츠 개발에 하나의 유용한 사례를 남기고자 한다.
