초록/요약
이 논문은 자유주의 국제질서의 시대적 변화와 정치철학적 논의가 오늘날 ‘불량국가’ 담론에 어떤 영향을 미쳤는가를 탐색한다. 특히 자유주의처럼 가장 완벽해 보이는 이데올로기가 어떻게 오늘날 국제정치에서 한계를 드러내고 있는지를 살펴본다. 아울러 ‘불량국가’ 담론의 배경에 깔려 있는 정치적 자유주의의 논리적 구조가 어떤 면에서 문제를 안고 있는지, 그에 대한 비판의 근거는 무엇인지를 살펴본다. 또한 ‘모두스 비벤디(modus vivendi)’라는 절충적 해법에 대한 정치적 관심이 어떻게 일어났는가를 규명하기 위해 정치적 자유주의 및 정치적 현실주의의 이론을 비교한다. 이를 위해 이 논문은 탈냉전기 미국 외교정책의 문제를 자유주의와의 연계 속에서 살펴보고, 이어 그 기반을 형성해온 정치적 자유주의의 논리를 롤즈의 주장을 중심으로 짚어본다. 정치적 자유주의의 한계에 대한 정치적 현실주의의 비판을 다원주의의 관점에서 검토한 후에 ‘모두스 비벤디’ 개념이 이러한 논란 속에서 어떤 위상을 차지하는지에 대해서도 소개한다. 마지막으로 모두스 비벤디를 중심으로 전개되는 정치적 논란이 자유주의 불량국가 담론과 더불어 어떤 함의를 지니고 있는가를 언급한다.

This paper investigates what impacts the changes of international relations and political philosophy have on the discourse of rogue states. Its focus is on how liberalism has revealed limitations in international relations. What kind of problems liberalism has in its internal logic will also be discussed in terms of its relations to the discourse of rogue states. The eclectic solution of the modus vivendi will be introduced on the comparison of political liberalism and political realism. Some historical backgrounds of American foreign policy and the fundamentals of political liberalism are to be presented in the first section. Then follows limits of political liberalism and the challenges of political realism regarding the concept of modus vivendi, with some final comments on the implications of modus vivendi for the liberal discourse of rogue states.
