‘미투’ 운동의 매체 프레임과 변화에 관한 연구: 안희정 전 충남도지사 사건 보도와 실재의 재구성

본 연구는 권력형 성범죄의 구조적 문제를 진단하고 사회적 해법을 찾는 데에서 본질을 찾는 미투 운동의 실재가 미디어의 보도 프레임과 변화를 통해 어떻게 재구 성됐는지 분석했다. 이를 위해 국내 미투 운동에서 매스미디어를 통한 초점사건으로 주목받았던 안희정 전 충남도지사의 성폭력을 폭로한 김지은 씨의 미투 발화와 재 판 과정에 대한 국내 5대 일간지 지면 보도에 초점을 맞췄다. 프레임의 양적 틀짓기 변화는 보도 빈도와 1면 비율의 분석을 통해, 내용적 틀짓기 변화는 기사의 육하원 칙에 따른 구조적 프레임 요소로서 시간 프레임과 공간 프레임, 내용적 프레임을 복 합적 분석틀로 활용했다. 연구 결과, 미투 운동에 관한 보도는 폭로 초기에 과도하 게 쏠리고 두드러졌으며, 현재/과거-개인-책임귀인 프레임을 가장 빈번하게 사용했 다. 안 전 지사와 김지은 씨 사이 과거에 관한 개인적 진실공방 보도로 다뤄진 측면 이 강하고 재판부 판시 내용을 소극적으로 소개하는데 그쳤다. 또한 보수적 매체들 은 과거-개인-책임귀인/정황 보도가 주류였고, 진보적 매체들은 현재/미래-사회-가치 기사를 게재했지만 점증적 보도 증가로 이어지지 않은 한계를 보였다.

This study aimed to explore how the ‘MeToo’ movement seeking the essence of diagnosing structural problems of sexual misconduct by abuse of power and finding social solutions, was reconstructed through media frame and frame changes. To this end, we focused on the sexual violence of former Chungnam Province Governor which had drawn attention as a focusing event in the phase of the MeToo movement through mass media coverage in South Korea; this development is analyzed through the reporting by the five major newspapers. The composite analysis tools used were the article frequency and front page ratio for quantitative framing and time-space frames as structural elements, plus content frames based on the six principles of 5W1H in news reporting. As a result of the study, reports on the MeToo movement were observed as being excessive, focused, and more noticeable when the story first broke, and the present/past- individual-responsibility frame was the angle most often covered. It was mainly treated as a personal truth-and-war report about the past of the perpetrators and victims passively introducing the detail of the judge’s ruling in passing. Reportings about the MeToo movement did not provide enough public sphere for solidarity and structural change. Conservative media outlets were dominated by past-individual-responsibility attribution/ circumstances, whilst progressive media published current/future- social-value articles but had limitations not leading to incremental reports.
