공공성은 대의민주주의의 한계를 극복하고 실질적 민주주의를 강화하는 과정에서 제고해야 할 중요한 가치 중 하나다. 특히 한국은 20세기 중반의 경제성장 우선주의에 이어 1997년 외환위기를 극복하기 위해 신자유주의를 본격적으로 도입하였다. 그 결과 공공성이 심각하게 훼손되고 있다는 우려와 함께 민주화 이후의 민주주의 과정에서 공화주의에 대한 논의의 확산과 더불어 공공성에 대한 관심이 고조되었다. 그 결과 21세기 초 한국에서는 공공성에 관한 논의가 그 어느 나라에서보다도 활발하다. 공공성의 강화가 사회적 쟁점으로 부상하고 있지만, 이를 위한 실천 방안을 마련하는 것은 난제 중의 난제다. 무엇보다도 공공성을 구성하는 요소들이 여러 학문분야에서 다양하게 제시되면서 개념적 혼란이 발생하여 어려움을 가중시키고 있다. 그럼에도 불구하고 공공성 개념에 대한 논의들을 비교·검토하여 체계화하려는 시도는 거의 없다. 이 논문에서는 최근에 한국에서 논의된 공공성의 개념적 구성요소들을 비판적으로 종합하여 근대적 관점에서 재구성한다. 이를 위해 구성요소들을 범주화하고, 복합적 가치의 개방체계적 관점에서 공공성의 사회적 구성과정을 재검토하고 이들의 역할과 관계를 추론하여 공공성 개념의 동태적 모형을 제시한다.

초록/요약

Publicness has been one of the most discussed topics in Korea more than any country from the early 21st Century and its related policies and practices are one of the major challenges of Korean society. Concurrently, critical discussions have emerged of the republicanism that was necessary for substantive democracy after the democratization of the 1980s. Neoliberalism in particular played a central role in overcoming the 1997 Korean foreign exchange crisis. Within this context, studies of publicness have struggled to find a clear-cut understanding of the concept and its components. Conceptual ambiguity over publicness has remained. Nevertheless, the concept of publicness needs to be reconstructed to solve wicked problems such as economic inequality, climate change, infectious diseases. This paper critically synthesizes the conceptual components of publicness recently debated in Korea and reconstructs them from a modern perspective. To this end, these components are inductively categorized and the roles of these components, including the relationships between these functions, are inferred from the perspective of complex value system to present a dynamic model of the concept of publicness.
