교원 행정업무 경감 정책 과정 분석: Kingdon의 정책흐름모형을 중심으로

이 연구는 교원 행정업무 경감 정책이 변동되어온 흐름을 Kingdon의 정책흐름모형을 활용하여 분석하며 교원 행정업무 경감 정책 방안의 재조명과 함께 정책적 패러다임의 변화를 이해하는 것을 목적으로 한다. 이에 따라 지난 20년간 교원 행정업무 경감 정책 관련 기사 흐름을 분석한 후, 최근 10년의 정책을 Kingdon의 정책흐름모형을 활용하여 정책의 흐름을 분석하고자 하였다. 분석 결과, 2008년 이후 총 3번의 정책의 창이 열린 것으로 분석되었다. 주요 흐름은 정치의 흐름이며 각각의 흐름을 결합하는데 정부 내 활동가와 가시적 활동가인 대통령, 교육감, 정책 관련 공무원 등이 주도적인 역할을 담당하였다. 1차 정책의 창은 미국의 금융위기에 따른 정책 문제의 흐름과 2010년의 교육감 직선제 등 정치의 흐름으로 정책의 창이 열린 것으로 분석하였다. 2차 정책의 창은 학교폭력으로 인한 학생의 자살로 인해 문제의 창이 열렸고, 제19대 국회선거, 제18대 대통령 선거 등의 정치적 변동이 주요 흐름으로 흐르며 정책의 창이 열린 것으로 분석하였다. 3차 정책의 창은 정책이 실현되는 과정에서 활용된 교무행정사의 자살, 학교 현장에서의 집단 간 갈등 등의 정책 문제의 흐름과 제7회 전국동시지방선거에 이익집단의 활동으로 정치의 흐름이 결합하여 정책의 창이 열린 것으로 분석하였다. 분석 결과를 바탕으로 정책적 시사점을 도출하였다. 첫째, 교원 행정업무 경감 정책의 의사결정과정에서 협력적 거버넌스를 지향하며, 정책의 새로운 패러다임의 변화를 반영해야 한다. 둘째, 교원 행정업무 경감 정책의 인력 자원으로 활용된 교무행정사 제도의 체계적이고 효율적인 운영이 필요하다. 셋째, 교원 행정업무 경감 정책의 안정적인 컨틴전시 플랜(Contingency Plan)인 긴급지원 시스템 구축이 필요하다.

The purpose of this study was to analyze the policy to reduce teachers' administrative workload in Korea using Kingdon's policy stream model. This study analyzed news articles concerning the policy to reduce teacher's administrative workload in the past 20 years, followed by an analysis of the policy stream of the last 10 years based on Kingdon's model. The results of the analyses suggest that a total of three policy windows have been opened since 2008. The first policy window was opened by the problem stream arising from the financial crisis in the United States and the political stream including the direct election system of superintendents in 2010. The second policy window was opened by the problem of student suicides resulting from school violence as well as changes in the political stream. The third policy window was opened by the combination of the problem stream such as the suicide of an administrative support staff and conflict between groups in schools, and the political stream including the activities of interest groups in the 7th nationwide simultaneous local elections. Policy implications were derived based on the results of the analysis. First, the decision-making process of reducing teachers' administrative workload must be oriented towards a cooperative governance and reflect the shifts of a new policy paradigm. Second, it is crucial to manage the system to recruit and utilize administrative support staffs, who are the human resources for implementing the policy. Third, it is necessary to establish an emergency support system as a stable contingency plan for the policy to reduce teachers' administrative workload.
