초록/요약
This paper discusses the discourse of rogue state and its theoretical status regarding liberal international order. It has been frequently taken seriously since the 1990s and become predominant in official announcements, media, and public opinion of the world since the 9/11 attack. The paper investigates where it started and what its logical foundations are. the role of liberalism as an ideology seems to have played great roles in this, so that the paper analyzes its dual aspects and particularly that of political liberalism which has become the core of international order. The paper stresses Rawls’s efforts to overcome the limits of metaphysical liberalism by reflecting the reality of politics as a project toward an alternative political philosophy. Also the paper finds out the implications of Rawls’s liberal project in international order and its limits in order to tell the reality of liberalism in international order and the discourse of rogue states.

이 논문은 국제사회의 ‘불량국가’ 담론이 정치적 자유주의 이론에 뿌리를 내리고 있다는 점을 부각하고, 롤즈의 『만민법』을 중심으로 정치적 자유주의의 논거와 한계점을 검토한다. 또한 불량국가 담론의 동향과 미국 외교정책 내 위상을 논하고, 자유주의 국제질서가 왜 ‘위기’로 빠지게 되었는지를 분석한다. 이어 자유주의 이데올로기의 역사적 속성과 롤즈의 정치적 자유주의가 지닌 성격을 살펴보고, 이것이 형이상학적 자유주의의 한계를 극복하고 현실정치를 반영하기 위한 대안의 정치철학적 기획이라는 점을 강조한다. 롤즈가 시도했던 국제질서의 자유주의적 기획 작업에 대한 이러한 비판적 검토를 통해 이 논문은 자유주의 이데올로기와 불량국가 담론의 진면목을 드러내고자 한다.
