초록/요약
본 연구는 유아교육 공교육화의 실태에 대한 유치원 교사의 인식을 알아보고자 하였다. 이를 위해 서울, 경기, 강원, 충천, 전라, 경상 지역의 공립 및 사립 유치원 교사 201명을 대상으로 공교육의 5가지 원리(의무성, 무상성, 보편성 및 중립성, 국가 운영·관리·감독, 학교 제도화)애 따른 인식에대해 설문조사를 실시하였다. 연구 결과, 무상성의 측면은 잘 이루어진 반면 의무성, 보편성과 중립성, 국가 운영·관리·감독, 학교 제도화의 측면은 개선이 필요하다고 인식하였다. 교사들이 의무교육화를 유아교육 공교육화의 의미이자 방향성으로 인식한다는 것은 유아교육의 공교육화에 대한 국가의 보다 적극적인 개입 및 법적 제도화를 요구하고 있음을 의미한다. 또한 무상성 중심의 정책이아닌 다각적 차원에서 공교육화 성립을 위한 체계적인 계획, 실행, 평가가 이루어져야 함을 시사한다.

The purpose of this study is to understand the perception of kindergarten teachers on the meaning and the present status of early childhood education for public education. The study surveyed 201 kindergarten teachers who work at public and private kindergartens in Korea. The results showed that kindergarten teachers perceived that public education was adequate in terms of the complimentary field. On the other hand, the participants perceived that improvement was needed in the compulsory, universality, and neutrality fields, as well as in the governmental management, administration, supervision, and the institutionalization of school system. These findings imply that the legal and institutional environment for public education should be constructed with further governmental support. In addition, planning, implementation, and evaluation should be carried out systematically to establish public education at multiple levels.
