법률비서 민간자격시험 개발에 관한 기초연구

A Preliminary Study on the Development of Private Certification Examination for Legal Secretaries

The purpose of this study is to develop a private certification examination for legal secretaries so that they can enhance their ability to perform their duties and verify their ability to become legal secretaries according to certain standards and procedures. Focus group interviews were conducted with two university professors, two human resources development managers, and five doctoral students who have job experience as legal secretary at law firm to derive the test subjects and form a private certification exam system for legal secretaries. The feedback from three lawyers were reflected in the final version of the certificate standard. The results of the study are as follows. The private certification exam subjects for legal secretaries were derived as Introduction to Legal Secretaries, Office Procedure of Legal Secretaries, Advanced Office Procedure of Legal Secretaries, and English for Legal Secretaries. The certification name is Legal Secretary and grade levels are set for Grade 1 and Grade 2. Criteria for approval is detailed abilities to support legal services and to perform duties based on understanding legal organization characteristics and the duties of legal secretaries. There is no education limitation to apply, and test type would be multiple choice examination. Test subjects for each grade are different. This study has academic implications to develop private certification for legal secretaries and practical implications to be expected as a standard to properly indicate the competencies as a legal secretary.

이 연구의 목적은 법률시장 확대에 따라 인력 수요가 증가하고 있는 법률비서의 직무수행 능력을 제고하고, 법률비서가 되고자 하는 이들의 능력을 일정한 기준과 절차에 따라 검증할 수 있는 법률비서 민간자격시험을 개발하기 위한 기초안을 마련하는데 있다. 국내 로펌 출신 대학교수 2명, 인력개발 전문가 2명, 현직 혹은 전직 로펌비서 출신의 박사과정 대학원생 5명 등 총 9명을 대상으로 포커스그룹인터뷰(FGI)를 실시하고 그 결과를 3명의 변호사로부터 검토받아 법률비서 자격 시험과목을 도출하고 법률비서 민간자격 체계를 개발하였다. 연구결과는 다음과 같다. 법률비서 자격 명칭은 ‘법률비서’이며 자격등급은 1, 2급으로 세분화하였다. 법률시장 및 법률조직 특성과 법률비서 직무에 대한 이해를 바탕으로 법률서비스 지원을 위한 세부 활동과 직무수행이 가능한 능력 유무를 측정하고자 시험과목과 검정기준을 개발하였다. 시험과목으로는 법률비서개론, 법률비서실무, 법률비서심화, 법률비서영어 4과목이 도출되었다. 응시자격은 제한 없으며, 법률비서 민간자격 시험은 모두 필기시험으로 구성된다. 2급 과목은 법률비서개론, 법률비서실무로 구성하였고, 1급 과목에는 법률비서심화와 법률비서영어가 추가되었다. 이 연구는 법률비서 민간자격 신설을 목적으로 법률비서에 대한 직무, 역량, 기술에 대해 분석하고, 이를 토대로 법률비서 민간자격 시험과목과 자격체계를 도출한 학문적 시사점이 있다. 법률비서 민간자격 시험을 실시하고자 하는 기관에게 평가기준을 제공할 수 있을 뿐 아니라 법률비서로 일하고 있거나 그 분야로 진출하고자 하는 개인에게는 해당 분야의 능력을 정확하게 파악하고 역량을 개발할 수 있는 기초자료를 제공하는 실무적 시사점을 가진다.
