이 논문은 오랫동안 국제정치의 본질적 요소로 간주되어온 불확실성의 문제를 집중 논의한다. 불확실성 개념은 국제정치의 중요한 측면을 이해하도록 만들어주는 인식론적 도구이자국제정치라는 삶의 현장에서 우리를 안내하는 존재론적 가이드라인이기도 하다. 이 논문에서는 불확실성 개념이 기존의 과학적 접근방법의 한계를 뛰어넘어 어떤 방식으로 재고될 수 있는가를 짚어보고 이를 바탕으로 불확실성의 이론적 의미를 새롭게 조망하려 한다. 이를 위해 주류 실증주의 접근방법에서 불확실성을 어떻게 다루고 있는지, 그리고 그 한계는 무엇인지를 짚어본다. 이어 경제학자들의 논의를 바탕으로 하여 새롭게 제시되어온 불확실성의 심층적 요소들을 살펴보고, 이러한 것들이 제한적 합리성이나 사회시스템 등 다양한 각도에서 어떻게재해석 될 수 있는지를 검토한다. 특히 시스템이론을 통해 기왕에 언급된 불확실성의 개념이국제정치학 분야에 한층 더 체계적으로 통합될 수 있다는 점을 강조한다. 이러한 논의를바탕으로 하여 불확실성에 대한 새로운 이해가 통제 및 예측을 향한 인간의 열망에 어떤의미가 있는지를 논의하고, 불확실성에 내재된 부정적 측면과 더불어 긍정적 측면들도 다루어보고자 한다.

초록/요약

This paper discusses the issue of uncertainty as an essential element of international relations. The concept of uncertainty is both an epistemological tool which makes us understand important aspects of international relations and an ontological guideline which leads us to face the reality of politics. The paper investigates how we can reconsider this notion beyond the existing paradigm of social science and its limits. Also the paper introduces newly discussed dimensions of uncertainty which have been suggested by economists, and tries to reinterpret those, such as bounded rationality and social systems, in diverse ways. In particular, the paper proposes a new paradigm of uncertainty in international relations by integrating the framework of systems theory. Theoretical implications will be discussed on what these new understandings of uncertainty will have on our passions toward control and prediction with its positive as well as negative aspects.
