2020년 미국 대선에서 트럼프 대통령과 바이든 후보 중 누가 경합주에서 효과적으로 지지층을 결집할 수 있는지는 선거 결과에 큰 영향을 미칠 것으로 예상된다. 이에 트럼프 대통령은 경합주를 중심으로 지지층을 결집할 당내 협력 체제를 구축하기 위해 노력해 왔다. 현재 공화당 내에는 주류 계파인 공화당 연구위원회 이외에도 프리덤 코커스, 메인 스트리트 파트너십와 같은 계파들이 존재한다. 이들 계파들은 공화당 연구 위원회에 비해 규모와 당내 영향력은 작지만 플로리다, 조지아, 노스캐롤라이나, 펜실베이니아, 오하이오 등의 경합주에서 상당한 정치적 영향력을 자랑하고 있다. 그렇기 때문에 트럼프 대통령은 2020 대선을 앞두고 두 계파를 포섭하기 위해 상당한 노력을 기울여왔다. 하지만 두 계파는 이념과 주요 선거구가 다르기 때문에 이 두 계파에 대한 트럼프 대통령의 포용 전략 역시 같지 않았다. 프리덤 코커스의 경우 트럼프 대통령은 마크 메도우스 백악관 비서실장 등 계파 지도부와 밀접한 관계를 유지하고, 남부 경합주에서 계파 구성원들의 선거운동에 직접 참여하는 등, 적극적인 포섭 전략을 통해 계파 전체를 친위대화 하였다. 반면 메인 스트리트 파트너십의 경우, 펜실베이니아, 오하이오를 중심으로 최대한 많은 계파 구성원들의 선거 운동을 개별적으로 지원함으로써, 해당 계파 구성원들이 자신의 의제와 공약에 반기를 들지 않게끔 하는 전략을 행하고 있다.

Ahead of the 2020 presidential election, President Trump is paying keen attention to maximizing the presidential vote by establishing a political cooperation system within the Republican Party. There are several factions within the party, other than the mainstream Republican Research Committee (RSC), such as the House Freedom Caucus (HFC) and the Republican Main Street Partnership (RMSP). The two smaller factions have boasted significant political clout in swing states. That’s why President Trump took the time to make the two factions his allies. However, since the two factions have different ideologies and constituencies, President Trump’s strategies to embrace the factions were not the same. In the case of the HFC, President Trump actively contacted faction leaders and participated directly in the faction members’ campaigns in the Southern swing states, making the entire faction pro-Trump. In the case of RMSP, on the other hand, President Trump used a strategy to persuade individual RMSP lawmakers not to rebel against his agendas through indirectly supporting their campaigns, mainly in Pennsylvania and Ohio.
