초록/요약
연구목적: 본 연구에서는 Mucciaroni의 이익집단 위상변동 모형을 활용하여 자사고가 처음 언급되었던 김영삼 정부부터 현재 문재인 정부까지 자사고 제도가 어떠한 이슈 맥락과 제도적 맥락 속에서 정책변동과 이익집단 위상변동이 이루어져 왔는지 분석하였다. 연구방법: 분석을 위하여 9개 종합일간지와 교육전문신문의 보도내용, 연구기관의 여론조사 결과, 교육부·교육청의 보도자료, 입법 추진내용 등의 자료를 사용하였으며 Mucciaroni의 모형에 따라 각 내용을 이슈맥락과 제도적 맥락으로 분리하여 유불리를 측정하고 이익집단위상의 변동내용을 살펴보았다. 이익집단의 위상변동 내용은 각 시기의 자사고 입학경쟁률을 통하여 확인하였다. 연구결과: 첫째, 자사고 정책을 둘러싼 이슈맥락은 김대중, 이명박 정부에서 불리한 것으로 나타났으나 제도적 맥락이 자사고 설립과 확대의 방향에 있었던 경우 집단위상은 유지되었다. 둘째, 자사고의 제도적 맥락은 김영삼, 노무현, 박근혜, 정부에서 이익집단에게 유리하게 나타났으며, 당시의 자사고 모집 경쟁률은 상승곡선을 보이거나 매우 높은 경쟁률을 보였다. 셋째, 자사고는 김영삼 정부에서 설립이 제안된 후부터 시범운영이 끝나고 실제적 운영이 이루어지는 박근혜 정부까지는 이슈 맥락의 반향에도 불구하고 높은 위상이 유지되었으나, 문재인 정부에서 급격하게 하락하는 양상을 보였다. 논의 및 결론: 자사고의 위상은 현 정부의 자사고 폐지를 향한 제도적 맥락으로 인하여 큰 정치적 변동이 일어나지 않는 한 하락하여 쇠락의 길을 걸을 것으로 보인다.

Purpose: In this study, autonomous private high schools policy was analyzed from the government of Kim Young-sam to current Moon Jae-in using Mucciaroni's model analysis. Method: For the analysis, 9 central daily newspapers, Education newspaper, research institutes' poll results, Ministry of Education and Office of Education's press release, and legislation were used. According to Mucciaroni's model, each content was divided into issue and institutional context to measure advantage and disadvantage. Results: First, policy issues surrounding autonomous private high school context were Kim Dae-jung, Lee Myung-bak appeared to be unfavorable from the government but when the institutional context was in the direction of the establishment and expansion of autonomous private high schools, the group status was maintained. Second, the institutional context of autonomous private high school was beneficial during Roh Moo-hyun, Park Geun-hye and Kim Young Sam government and at that time, the competition rate for admission was high. Third, autonomous private high school high stature was maintained by Park Geun-hye from the government of former president Kim Young-sam government, but Moon Jae-in fell sharply in the government. Conclusion: The status of autonomous private high schools was expected to fall unless major political changes occur due to the institutional context of the current government's abolition of autonomous private high schools.
