본 논문은 밀양 765kV 송전선로 건설 갈등 사례를 수정된 원칙협상의 관점에서 분석하였다. 즉, 원칙협상이 강조하는 이해관계 중심, 객관적 기준의 활용, 창조적 대안 요소와 한국의 문화적 특성을 반영한 지역주민들의 감정해소를 분석틀에 포함하였다. 분석결과를 요약하면 다음과 같다. 첫째, 한국전력(정부)과 밀양주민들은 상대방의 이해관계보다는 입장에 초점을 맞추었다. 둘째, 객관적 기준의 적용가능성이 존재하였으나, 대부분의 이슈에서 적용되지 못했다. 예를 들면, 절차적 정당성의 경우 주민과 한국전력 간 합의가 있었다면 외국의 주민의견 수렴절차 등 객관적 기준으로 활용될 수 있었으나, 적용되지 못하였다. 셋째, 한국 전력은 지역주민의 정서를 고려하지 않고 사업추진 입장만을 고수하여 그간의 경험으로 축적된 부정적인 감정의 해소 기회를 차단하였다고 생각된다. 이는 네 번째 분석 요소인 창조적 대안의 개발을 제약하는 요인으로 작용한 것으로 보인다.

This study analyzes the conflict resolution process of Miryang transmission tower construction in South Korea from the perspective of modified principled negotiation. The analysis framework includes the focus of interest, the use of objective standards, the invention of options for mutual gain, and local residents’ emotional release. We found that the Korean Electric Power Corporation(KEPCO) and residents in Miryang focused on positions, not interests. Second, objective standards were not utilized in most issues. Third, the KEPCO did not consider local residents’ emotions, thereby blocking the opportunity to resolve negative emotions accumulated by prior experiences. This served as a factor that significantly constrained the possible alternatives for mutual gain.
