왜 한국 신문의 문제적 사실확인 관행은 고쳐지지 않는가?: 사회부 취재기자와 에디터의 심층 인터뷰를 통해 나타난 구조적 원인 분석

이 연구는 형식적 사실확인, 사실만들기 등 그동안 밝혀진 한국 언론의 문제적사실확인 관행이 형성·유지되고 있는 원인을 주요 종합일간지 사회부 취재기자와 에디터 24명을 심층 인터뷰해 알아보았다. 연구 결과, 인터뷰 대상자들은저널리즘이 추구하는 사실의 의미에 대해 매우 혼란스러워하고 있었다. 문제적사실확인 관행은 편집국 내부의 구조적 원인 탓에 개선되지 않고 고착화하는 모습을 보여줬다. 특히 그날 화제가 된 이슈를 빠짐없이 기사화하고자 하는 백화점식 보도 원칙에 따른 1인당 작성 기사량 증가, 정파적 성향에 따른 선택적 사실 보도를 용인하는 편집국 분위기, 사실확인이 잘된 양질의 기사보다 온라인에서 인기 있는 기사를 우대하는 왜곡된 보상구조와 출입처 중심의 취재 제도로인한 단편적인 사실확인 문화가 주요 원인으로 밝혀졌다. 더불어, 동료가 취재해온 내용을 무조건적으로 신뢰하고 검증하지 않는 편집국 문화 역시 문제적 관행이 유지·재생산되는 요인으로 드러났다. 연구자들은 사실에 기반을 둔 정확한 보도를 제고하는 시스템 마련을 위해 언론사가 새로운 비전과 전략을 제시하고 조직정비에 나설 필요성을 강조한다. 구체적으로 팩트체킹 전담인력 배치나부서 신설을 통한 제도적 신뢰구축 시스템 마련, 출입처 중심 취재 문화 개선, 정확한 정보를 담은 양질의 기사를 더 보상하는 시스템 마련, 에디터를 포함한 다양한 연차의 편집국 구성원을 대상으로 하는 재교육 실시 등을 대안으로 제시했다.

The present study aims to reveal the underlying factors explaining the formation and maintenance of the Korean media’s problematic fact-checking practices, based on the in-depth interviews of 24 reporters and editors working at social affairs news teams in major daily newspapers. We, first, inquired into how reporters and editors understand the meaning and importance of facts and truth, and, then, we investigated why the problematic fact-checking practices-perfunctory fact-checking and fact-making-persist. Findings show that an excessive number of stories assigned to each journalist every day, due to the newsrooms’ policy of covering all newsworthy issues, the Korean press club systems, and a distorted compensation system which is favorable to stories receiving high page views over the quality reports. In addition, a peculiar organizational culture, which is based on the unconditional trust in colleagues, in terms of fact-gathering, was noted as another important factor. Urging news media a new vision and strategy for organizational restructuring, researchers propose several alternatives, including an organization of team that is exclusively responsible for fact-checking, reform of the press club system, and an extension of retraining programs for working journalists.
