초록/요약
미국 117대 의회(2021-2023)에서 민주당은 111대 의회 이후 12년만에 단점정부를 구성하였다. 하지만 단점정부 상황에서도 민주당 안건에 대한 당내 이탈표는 적지 않게 나타나고 있다. 민주당 내부에는 주류 계파인 NDC와 차별화된 이념을 가진 BDC, CPC와 같은 계파들이 존재할 뿐 아니라, 다양한 소수자 집단, 특히 소수인종 의원들이 자신들의 정체성을 표출하고 있다. 그리고 이들 이념 계파와 소수인종 의원들은 민주당 당론으로부터 이탈하는 모습을 자주 보이고 있다. 본 논문에서는 111대 의회부터 117대 의회까지의 민주당 의원들의 정치적 특성과 투표 행태를 살펴봄으로써 민주당 내부 분열이 어떠한 양상을 띠고 있으며, 그것이 117대 의회에서 단점정부를 성취한 바이든 행정부에 어떠한 의미를 갖는지 분석하였다.

In the 117th Congress, U.S. Democratic Party formed a unified government 12 years after the 111th Congress. However, even in the 117th Congress, there has been a lot of internal opposition from the party on its own agendas. Within the Democratic Party, ideological factions such as Congressional Progressive Caucus and Blue Dog Coalition have conflicted with the establishment faction, New Democrat Coalition. In addition, various minority groups, especially ethnic ones, have significantly grown due to the nature of the Democratic Party advocating liberal ideology. Then, the ideological factions and ethnic minorities have often refused to follow party lines, expressing their own policy preferences. This article analyzed the internal division of the US Democratic Party in the 2010s and discussed what it means to the Biden administration in the 117th Congress.
