한국 국가정체성의 핵심 요소인 동북아 국가는 국제정치학을 연구하는 연구자들에게 많은 질문을 제기하게 만들었다. 동북아 - 한반도는 어떻게 연결되는지, 동북아지역의 안보 · 경제적 지역질서의 특징은 무엇인지, 동북아 안에서 미중갈등의 구체적인 내용은 무엇인지, 동북아는 한반도 안보구조에 어떤 영향을 미치는지 등은 이러한 질문을 대표하는 사례들이다. 동북아는 냉전기는 물론 탈냉전기 시기에도 강대국정치의 특징이 매우 강하고, 안보질서와 경제사회질서가 서로 조응하지 못하는 이중적 지역질서 특징을 보이고 있다. 동북아국가로서의 정체성은 동북아 지역의 안보 특징이 고스란히 한반도 안보 구조에 투영된다는 것을 의미한다. 한국전쟁 이후 구조화된 한반도 분단은 냉전기의 주어진 분단구조와 탈냉전기의 선택적 분단구조로 상징된다. 동북아 안보의 핵심 특징인 미중갈등이 한반도 안보게임으로전환되어, 북한은 미중의 관여를 통한 생존 공간을 확보해 나가고 있는 상황이다. 특히 김정은의 등장 시기는 글로벌금융위기 이후 미중 간 세력관계가 구조적으로 변화하던 시기여서, 미중 갈등구조를 활용한 북한의 생존전략은 더욱구체화되고 있다.

초록/요약

Many scholars in the field of international relations raise reach questions regarding the Korea’s national identity of Northeast Asian country. It is well known that the reflections of the “power politics” of US - China relations to the Northeast Asia region is mostly salient in comparison with any other regions in the world. The divided condition on the Korean Peninsula consists of the ‘given-divided one’ during the Cold war era and the ‘selective-one’ during the post-Cold war period. ‘Selective-divided’ condition designates the North Korea’s strategy of nuclear development for its survival. North Korea’s nuclear strategy has made the US - China competition remaining in the peninsula, then the two superpowers engagement to the Korean security justifies and guarantees the strategic space of North Korea. This paper has found out that comprehensive understanding of the Northeast Asian regional security condition is a very meaningful starting point for the permanent and peaceful solution of the North Korean problem
