초록/요약
본 연구는 주민참여예산제도가 기초자치단체 부패에 미치는 영향을 고찰하였다. 2020년 국민권익위원회 청렴도 조사 자료를 이용하여 종속변수인 기초자치단체 청렴도를 측정하고, 주민참여예산제도에 있어 주민들이 제안한 사업 건수와 제안된 사업이 실제 예산에 반영된 예산반영비율을 독립변수로 사용하였다. 또한 기초자치단체의 재정자립도를 조절변수로 사용하여 주민참여예산제도가 청렴도에 미치는 영향이 재정자립도에 따라 변화하는지를 살펴보았다. 그 이외에도 기초자치단체 청렴도에 영향을 미칠 수 있는 기초자치단체장의 특성과 기초자치단체의 사회, 경제적 특성을 통제변수로 하여 순서형 로짓모형을 구성하고 218개 기초자치단체를 분석하였다. 분석 결과 주민참여예산제도가 기초자치단체의 청렴도에 영향을 미치는 것으로 나타났는데 주민제안사업 건수는 부정적 영향을, 예산반영비율은 긍정적 영향을 미쳤다. 또한 재정자립도에 따라 예산반영비율이 기초자치단체 청렴도에 미치는 영향이 달라짐을 확인하였다. 통제변수인 자치단체장 특성 중 정치인 경력은 청렴도에 부정적 영향을, 정당공천 여부는 긍정적 영향을 미쳤고, 자치단체의 사회, 경제적 특성 중 사업체 수는 부정적 영향을, 여성공무원비율은 긍정적 영향을 미치는 것으로 나타났다.

This study investigates the effects of the participatory budget system on the corruption of local governments. The integrity level of a local government was measured using the 2020 Integrity Survey of Anti-Corruption and Civil Rights Commission. An ordered logit model was constructed to analyze 218 local governments. The independent variables were the number of projects proposed by residents and the ratio of participation budget to total budget in a local government. The level of financial independence of a local government was employed as a moderator variable to examine whether the effect of the participatory budget system on the integrity changes according to the level of financial independence. The control variables were the characteristics of the head of local government and the social and economic characteristics of the local government, since they may affect the integrity of a local government. The results of the ordered logit model showed that the participatory budget system affected the integrity of a local government. The number of residents’ proposal project had a negative effect, while the ratio of participation budget had a positive effect on the integrity. In the case of the participation budget ratio, the analysis confirmed that the effect on the integrity varied according to the level of financial independence.
