An Analysis on the Policy Changes in University Admissions System Using Advocacy Coalition Framework

The purpose of this study is to analyze the process of policy changes in college admission using Sabatier’s advocacy coalition framework(ACF). As a result of the analysis, focusing on the policy change process between 2017 and 2020, when the coalitions for early and regular admission system were clearly conflicted, the relatively stable parameters as external variables of the college admission system policy include credentialism, the fairness as a social value and university autonomy. External events were the launch of the new government in 2017, discussions on reforming the CSAT and college admission system following the revision of the curriculum, and the ‘Sookmyung Girls' High School Incident’ and ‘Cho Kuk Crisis’. Teachers and admissions officers supported the early admission system, while private education officials and parent groups supported the regular admission system. Each coalitions used various resources and strategies to insist on improving school record-focused selection system and expanding college scholastic ability test(CSAT). The policy brokers between the two coalitions were the Ministry of Education(MOE) and the National Education Commission, which sought to come up with a reasonable reform plan by collecting opinions of each actor. Policy output appearing in policy changes is definitized by “Plan to Strengthen Fairness in College” announced on November 28, 2019.
