초록/요약
2021년 미국 민주당은 상원에서 무소속 의원들과 더불어 50석을 확보하며 단점정부를 형성하였다. 하지만 공화당의 필리버스터 위협으로 인해 바이든 대통령이 추진하는 재건계획(Build Back Better Plan)을 비롯한 다수의 민주당의 당파적 법안들이 크게 수정되거나 지연 및 정체되고 있다. 이러한 환경에서 민주당과 공화당의 중도적 의원들로 구성된 상식연합(Common Sense Coalition)은 입법과정에서 중심축 투표자(pivotal voter)로서 강한 협상력을 갖고 있다. 특히 상식연합 소속의 공화당 의원들은 필리버스터 피벗(filibuster pivot)으로 기능하며 민주당 당파적 법안의 가부를 결정하는 투표블록으로의 영향력을 보이고 있다. 또한, 상식연합 민주당 의원들 역시 필리버스터가 면제된 경우 중추적 투표자로서 법안 협상을 주도하였다. 이에 본 논문은 미국 117대 의회 첫 회기 동안의 상원의원들의 토론종결 및 본회의 표결 호명투표를 분석함으로써 상식연합의 투표행태와 입법영향력에 대해 분석하였다.

In 2021, the US Democratic Party formed a unified government by securing 50 seats in the Senate. However, due to the Republican filibuster threat, a number of Democratic partisan bills, including the Build Back Better Plan initiated by President Biden, have been greatly revised, delayed, and stagnant. In this regard, the Common Sense Coalition, consisting of ideologically moderate Democrat and Republican Senators, gained strong bargaining power as a pivotal voter in the legislative process. In particular, Republican members of the Common Sense Coalition have decided whether to enact Democratic partisan bills by acting as the filibuster pivot. In addition, Democrats of the Coalition also led the bill negotiations as a pivotal voter when the filibuster was avoided. In this respect, this article analyzed the voting behaviors of the Common Sense Coalition members and discussed their voting behaviors and legislative influence in the 117th US Congress.
