본 연구는 경제적 불황과 코로나19 등으로 인하여 학교상담 정책을 둘러싼 내·외부적인 체계가 변화하는 현 시점에서 위(Wee) 프로젝트 정책이 나아갈 방안에 대하여 고찰하고자 하였다. 이를 위하여 본 연구는 위(Wee) 프로젝트 정책지식을 둘러싼 생태계를 정책생산 및 수용 주체, 미디어, 환경으로 구분하여 각 기능과 역할을 살펴보고, 위(Wee) 프로젝트 정책이 지닌 문제점과 개선방향을 탐색하고자 하였다. 연구결과, 정책활용 주체와 정책생산 주체 간에 적극적으로 상호교류하는 것으로 확인되었으며, 각 주체는 내·외부 환경의 변화에 따라 미디어를 적극 활용함으로써 대중의 관심을 유도하여 정책을 촉진하거나 확장하는 것으로 설명될 수 있었다. 따라서 ‘상호의존성’의 측면에서는 정책활용 주체의 정책지식에 대한 공유와 활성화에 대한 노력이 요구되었고, ‘공진화’의 차원에서는 국민의 관심 증대를 위한 방안 모색이 필요함이 시사되었다. 또한, ‘다양성’과 ‘순환성’의 측면에서 보다 다양한 주체들 간의 공조체계 구축을 위한 생태학적 환경 조성이 요구되었다. 본 연구에서 도출된 결과를 토대로 위(Wee) 프로젝트 정책의 교육복지 통합 가능성에 대하여 모색하였다.

This study explored ways for the Wee project policy to move forward at a time when the internal and external systems surrounding the school counseling policy experienced changes due to the economic recession and COVID-19. Therefore, this study examined each function and role by dividing the ecosystem surrounding the Wee project policy knowledge into policy production and acceptance subjects, media, and environment. In addition, from the ecological point of view of policy knowledge, we tried to explore the problems and improvement directions of the Wee project. As a result of the study, the cooperation between the policy utilization entity and the policy production entity was remarkable. It was found that each subject actively utilizes media according to changes in the internal and external environment to induce public interest and promote or expand policies. In terms of interdependence, policy utilization entities need to promote the sharing and activation of policy knowledge, and to increase interest in policy by expanding policy-related issues to the general public as a 'co-evolution'. Furthermore, the study suggested that ecological conditions and environments need to be prepared through a cooperative system between more diverse subjects in relation to 'diversity' and 'circulation'. Finally, based on the research results, the possibility of integrating educational welfare of the Wee project was sought.
