초록/요약
이 논문은 세계화 및 정보화의 추세 속에서 미래의 국가가 어떤 모습으로 바뀔 것인지를 논의한다. 특히 정보기술이 발전하면서 전통적인 국가의 특징, 그 중에서도 절대주권의 개념과 영토성이 약화되는 모습에 주안점을 두면서 이것이 과거와 대비하여 국가에 어떤 영향을 초래하는지는 살펴보고자 한다. 이 논문은 아울러 전통적인 근대국가의 핵심을 이루는 영토성의 기준이 대폭 약화되는 지금의 모습이 어떤 의미를 갖는지를 집중적으로 논의한다. 근대 국제정치질서의 근간을 형성하는 베스트팔렌(Westfalen) 체제의 핵심인 주권 개념이 ‘영토성(territoriality)’이라는 원칙을 바탕으로 하고 있는데, 오늘날 정보화 및 네트워크 사회의 등장으로 인하여 이러한 전통적인 기준에 제약이 가해지고 있기 때문이다. 아울러 이 논문에서는 국가가 이와 같은 도전에 직면하여 어떻게 대응하고 있는지를 짚어보면서 궁극적으로 미래의 정치체로서 국가가 어떤 방향으로 진화해날 것인지를 논의한다.

This paper discusses how the state transforms itself in the coming future of globalization and informatization. Special attention is paid to the features of traditional states, including the notion of absolute sovereignty and territoriality, that have been weakened due to the development of information technologies. Also the paper looks at the phenomenon of reduced standard of territoriality, as the core of the notion of modern state, means in contemporary international politics. This assumes increasing constraints from information technologies and network society on the Westphalian legacy of the modern international system. The paper links these issues to the probable transformation of modern states against these challenges and the routs of evolution of them, as an alternative form of political eneity in the coming future.
