대통령 선거가 국가 발전을 위한 합리적 판단과 평가의 장이 되기 위해서는 정책 중심의 선거문화가 발전될 필요가 있다. 정책공약에 대한 논의는 주로 정책학이나 정치학 분야에서 포괄적으로 이루어지고 있으며, 교육공약을 분석한 연구는 부족한 실정이다. 이에 본 연구에서는 MPP-E(Manifesto & Positioning –Education) 모형을 새롭게 설정하여, 20대 대선 후보자들의 교육정책 공약을 분석하였다. 평가 결과, 공약의 지평에서는 이재명 후보가 윤석열 후보에 비해 교육정책 공약을 포괄적으로 제시한 것으로 나타났다. 공약의 심도의 경우, 두 후보 모두 국민의 요구에 부응하는 공약을 제시하였으나, 실현 가능성이 모두 낮게 나타났다. 공약 포지셔닝의 경우, 두 후보 모두 분배 정책에 공약이 집중되었으나, 재분배 정책의 경우 윤석열 후보가 이재명 후보보다 더 많은 공약을 제시한 것으로 나타났다. 본 연구는 차기 선거에서 정당 및 후보자, 유권자들의 교육공약에 대한 관심을 높이고, 제시된 평가 틀은 향후 교육공약 수립과정에서 가이드라인을 제공하는데 의의가 있다.

In order for a presidential election to become a field of rational judgment for national development, an improvement of a policy-centered election culture is required. By developing the MPP-E (Manifesto & Positioning-Education) model, this study analyzes the education policies listed in the election pledges of the 20th presidential candidates. As a result, in the case of pledge breadth, candidate Lee was shown to have proposed a more comprehensive educational pledges compared to candidate Yoon. In terms of the depth of the pledges, both candidates suggested pledges in accordance with the demands of the people, all of which demonstrated low feasibility. For pledge positioning, both of the candidates focused their pledges on distribution policies, but candidate Yoon proposed more pledges on redistribution policies compared to candidate Lee. This study is meaningful in increasing the interest of political parties, candidates, and voters in the next election, and providing guidelines in the process of establishing educational pledges in the future.
