본 연구는 인도주의 실천 기관의 교육수요자(학습자)를 대상으로 역량기반인도주의 리더십 교육과정을 개발하는 데 목적이 있다. 이를 위해 역량기반 교육과정(Competency-Based Curriculum; CBC) 및 인식-기술-지식(Awareness-Skills-Knowledge; ASK) 모형에 따라 요구도 분석, 교육과정 체계, 핵심역량별 모듈, 교육과정 명세서(안) 를 설계⋅개발하였다. 그 결과 첫째, 인도주의 리더십에 대한 핵심역량 요구도는 직급특성에 따라 차이가 나타났다. 둘째, 인도주의 리더십 교육과정 체계는 직급별 핵심역량 요구도를 반영하여 기본과정, 공통과정, 직급별 과정으로 구성되었다. 셋째, 인도주의 리더십 핵심역량을 기준으로 모듈을 설계하였다. 모듈은 핵심역량별로 구성하였으며, 핵심역량에 따라 교육목표, 교육내용, 교육방법을 개발하였다. 선정한 모듈의 내용타당도를 확보하기 위해 전문가 협의회를 거쳐 수정⋅보완하였다. 마지막으로, 앞선역량기반 교육과정 개발에서 도출된 논의를 중심으로 교육적 시사점을 제언하였다

The purpose of this study is to develop a competency-based humanitarian leadership curriculum for educational consumers (learners) of humanitarian practice institutions. To this end, demand analysis, curriculum system, modules by core competency, and curriculum statement (draft) were designed and developed according to the Competency-Based Curriculum (CBC) and Awareness-Skills-Knowledge (ASK) models. As a result, first, the demand for core competencies for humanitarian leadership differed according to the characteristics of the position. Second, the humanitarian leadership curriculum system was composed of basic courses, common courses, and courses by position as reflecting the core competency needs of each position. Third, the module was designed based on the core competencies of humanitarian leadership. The modules were organized by core competency, and educational goals, educational contents, and educational methods were developed according to core competencies. In order to secure the validity of the selected module, it was revised and supplemented through an expert council. Finally, educational implications were suggested focusing on the discussion derived from the previous competency-based curriculum development.
