본 연구의 목적은 아동기의 발달 조건과 상황을 파악할 수 있는 사회적 배제를 객관적으로 측정하기 위해 아동기 사회적 배제 측정을 위한 합의된 지표체계를 도출하고 이를 기반으로 지표 간의 가중치를 설정하여 아동기 사회적 배제를 지수화하는 것이다. 아동기 사회적 배제의 합의된 구성 지표를 도출하기 위해 사회복지분야 전문가 23명을 대상으로 델파이조사를 실시하고 아동기 사회적 배제의 각 요소들의 가중치를 부여하기 위해 AHP설문을 실시하여 각 영역별, 지표별 가중치를 확인하였다. 본 연구의 주요 결과를 요약하면 다음과 같다. 첫째, 아동기 사회적 배제의 영역으로 제안된 ‘기초생활욕구와 소비, 주거, 교육, 건강, 가족 및 사회적 관계, 가구의 재정상황, 사회적 참여, 사회적 배제의 주관적 경험’의 8개 영역 중 교육영역을 가장 중요하게 고려해야 하는 것으로 나타났다. 둘째, 각 영역별 대표지표 중 사회적 참여영역은 세부 지표 구성이 이루어지지 않아 삭제되어 최종 7개 영역으로 사회적 배제의 지수 영역이 구성되었다. 셋째, AHP방법을 적용한 아동기 사회적 배제의 가중치 우선순위는 ‘교육 > 건강 > 기초생활 > 가족 및 사회관계 > 가구재정 > 주거 > 사회적 배제의 주관적 경험’ 순으로 나타났다.

The purpose of this study is to develop an index of child social exclusion to objectively and scientifically measure child social exclusion that may facilitate the understanding of the conditions and situations for child development by deducing an agreed-upon index and assigning weights to indicators. The first and second Delphi surveys for 23 experts in the fields of child welfare and social welfare were conducted to yield the consented indicators for child social exclusion were weighted by categories. The indicators were determined using the AHP to assign the weights to each factor of child social exclusion. The results of this study are summarized below. First, it was found that the category of education should be considered the most significant among the suggested eight categories of child social exclusion including the needs and consumption of basic livelihood, housing, education, health, family and social relationship, social participation, household’s financial status and subjective experience of social exclusion. Second, in terms of researching the representative indicators of each category, the category of social participation was removed, because the subcategories could not be built. Consequently, a total of seven categories were determined to comprise the index of child social exclusion. Third, the weights of categories of child social exclusion through the AHP were ranked from education, health, basic livelihood, family and social relationship, household’s financial status, housing to subjective experiences of social exclusion in descending order.
