The aim of this study is to conduct an in-depth research of financial support for social enterprises by classifying social enterprises into growth stage and exploring the effectiveness of the ‘financial support project’. A total of 10 responsible managers such as CEOs of social enterprises were recruited as research participants. With the participants focus group interviews (FGI) were conducted in three groups - start-up, growth, and maturity - considering the current status of social enterprises in Korea. The main findings of this study was able derive the following common themes between the participants of each groups: The start-up group as a ‘priming water for enterprise empowerment’, the growth group showing ‘experience of growth through the financial support project,’, and the maturity group had shown ‘public investment by the government to fulfill a social mission.’ Based on the research findings, the following suggestions were made: First, financial support for social enterprises needs to be tailored in consideration of the various growth stages of social enterprises. Second, effective distribution, taking account of goals for the development and scaling of social enterprises is suggested instead of mere dispensation of financial support. Third, financial support needs to be reframed as public investment and securing resources instead of support. Thus, the need for advancement in financial support was proposed. This study is meaningful in that it is an in-depth study that explored the effectiveness of the financial support project by growth stages of social enterprises.

본 연구는 사회적기업 재정지원에 관한 심층적인 연구를 위해 사회적기업을 성장단계로 구분하여 재정지원사업의 효과성을 탐색하였다. 사회적기업 대표 등 경영책임자 총 10명을 연구참여자로 모집하여, 국내 사회적기업의 현황을 고려한 창업-성장-성숙 3개의 집단을 구성하여 포커스그룹인터뷰(FGI)를 수행하였다. 주요 연구결과인 재정지원 사업의 효과성에 관하여 창업 그룹은 ‘기업 역량강화를 위한 마중물’로, 성장 그룹은 ‘재정지원 사업을 통해 성장 경험’, 성숙 그룹은 ‘사회적 미션 수행을 위한 정부의 공공투자’라는 주제가 도출되었다. 연구 결과를 토대로 첫째, 사회적기업 재정지원은 성장단계를 고려한 맞춤형 지원이 요청되며, 둘째, 다수의 기업에게 나눠주기식이 아닌 사회적기업의 발전과 규모화의 목표를 지닌 효과적인 배분이 필요하다. 셋째, 단순 지원이 아닌 사회적기업에 대한 투자와 자원 확보라는, 재정지원에 대한 근본적인 프레임의 변화가 수반되어야 하며, 이를 위해 재정지원의 고도화가 요청됨을 제언하였다. 본 연구는 재정지원사업의 효과성을 사회적기업 성장단계별로 탐구한 심층 연구라는 데 의의가 있으며, 향후 사회적기업 재정지원에 관한 정책 수립의 기초자료로 활용되고자 한다.
