[목적] 이 연구에서는 현장에 적합한 발달장애인 의사소통 지원 중장기 계획을 도출해 내기 위하여 델파이 조사를 하였다. [방법] 문헌 분석, 포커스그룹 면담, 설문조사결과에서 제기된 의견, 연구진 의견을 종합적으로 모아 발달장애인 의사소통 지원 중장기 계획을 도출해 내었고, 델파이 조사를 통해 중장기 계획에 대한 전문가들의 의견을 수렴하였다. [결과] 2차 델파이 조사지에 제시된 발달장애인의 의사소통 지원을 위한 중장기 계획(안)은 1차 델파이 조사 결과를 반영하여 목표를 ‘발달장애인의 권리 보장 및 사회참여 확대를 위한 의사소통 지원체계 수립’으로 변경하고, 5개 영역, 17개의 추진과제와 45개의 추진전략으로 도출되었다. [결론] 연구 결과를 토대로 우리나라 발달장애인 의사소통 지원 중장기 계획과 관련 정책이 좀 더 발전된 방향으로 나아갈 수 있는 방안과 시사점을 몇 가지 측면에서 논의하였다.

[Purpose] In this study, a Delphi survey was conducted to derive a mid- to long-term plan for communication support for the people with developmental disabilities, as suitable for the field. [Method] Opinions on communication support for the people with disabilities were initially collected from a comprehensive literature analysis, from focus group interviews, and from survey results. The opinions of experts were then collected through two rounds of a Delphi survey. [Results] The mid- to long-term plan for communication support for people with developmental disabilities was presented in a paper that reported on th second Delphi survey(which further developed the results from the first Delphi survey). This paper sets the goal as the“establishment of a communication support system to guarantee the rights of people with developmental disabilities and expand social participation”. The plan consisted of five areas, 17 tasks, and 45 strategies. [Conclusion] Based on the results of the study, several aspects of a mid- to long-term plan for communication support for people with developmental disabilities in Korea were discussed, and the implications of related policies were debated.
