Continuous management of eye health and medical treatment for various eye diseases, including vision loss, have become very important issues at both the personal and national level. However, on a personal level, the main trend is to deal with it by correcting vision through glasses or contact lenses for vision correction. This trend increases the possibility of worsening eye diseases by simply coping with the symptoms without medical treatment if there is a separate cause of vision loss. In particular, the current system that separates ophthalmic care and eyeglass manufacturing can cause fatal problems to eye health. If so, it can be questioned whether it is appropriate to manage eye health centered on the way of correcting vision through glasses or contact lenses for vision correction. This article deals with this. In response to this question, three issues were reviewed: the necessity of a legal system centered on the right to health of eye patients, the appropriateness of the current regulatory system for eyeglass manufacturing, and the appropriateness of the current eye health professional system. As an alternative, it proposes the enactment of the so-called ‘Eye Health Act’ as a bill to secure the public’s eye health and the Amendment Bill of ‘Medical Service Technologists Act’ to delete the contents related to opticians.

안건강에 대한 지속적인 관리나 시력 저하를 포함한 다양한 안질환에 대한 의료적 대처는 개인적인 차원에서나 국가적인 차원에서나 매우 중요한 쟁점이 되었다. 그러나 개인적인 차원에서대부분 시력 보정용 안경 혹은 콘택트렌즈를 통해 시력을 보정하는 방식으로 대처하는 것이 주된흐름이다. 이런 흐름은 시력 저하의 원인이 따로 있을 경우, 이에 대한 의료적 처치 없이 단순히증상에 대처하기만 하여 오히려 안질환을 심화시킬 가능성도 높이고 있다. 특히 안과 진료와 안경 제조를 단절시키고 있는 현행 제도에서는 안건강에 치명적인 문제를 발생시킬 수도 있다. 그렇다면 이렇게 시력 보정용 안경 혹은 콘택트렌즈를 통해 시력을 보정하는 방식 중심으로 안건강을 관리하는 것이 과연 적절한 방식이냐는 의문을 제기할 수 있다. 이 글은 이에 대해 다루고 있다. 이 의문에 대해 안환자의 건강권 중심의 법제 필요성, 안경제조에 관한 현행 규제체계의 적정성, 현행 안건강 전문직 제도의 적절성이라는 3가지 쟁점을 각각 검토하고, 그 대안으로 「의료기사등에 관한 법률」에서 안경사에 관한 내용을 삭제하는 ‘의료기사법 개정안’과 국민의 안건강 확보를 위한 법안으로 이른바 ‘안건강법’의 제정을 제안한다.
