지난 70년을 이어온 한미동맹은 2023년 현재 세계, 지역, 한반도 차원에서 변화를 추동하는 요인에 직면해 있다. 미중 전략적 경쟁, 동북아 역내 민족주의에 기반한 군비경쟁, 북한의 핵 미사일 고도화 등은 단기간 해결이 난제로써 한미동맹체제를 재점검하고 미래에 대비토록 하는 영향 요인으로 기능한다. 그러나, 한미는 미래동맹 논의를 본격화하지 못하고 있다. 본 고는 미래 한미동맹 발전 논의를 촉진하는 목적을 갖고 ‘한반도 안정과 통일에 기여하는 동맹,’ ‘지역안정에 기여하는 동맹,’ ‘가치에 기반한 이해를 공유하는 동맹’을 지향점으로 제시하였다. 현존하는 위협과 미래위협을 동시 대비하되 공간적 범위 확장도 제안했다. 동시에 불안정한 안보환경과 미래에 대비하여 자유 민주주의 가치에 입각한 원칙 중시를 강조하였다. 지향점을 성취하기 위한 동맹체제로 기존 연합사 체제, 병렬식 합동체제, 미·캐나다 동맹형태를 선택지로 제시하고 각각의 장단점을 비교하였다.

The 70-year-old ROK-US alliance faces factors that drive changes at global, regional, and Korean Peninsula levels in 2023. Challenges such as the US-China strategic competition, the arms race based on Northeast Asian nationalism, and North Korea's nuclear missile development have become factors that affect the ROK-US alliance system and prepare for the future. However, the ROK-US has not yet initiated discussions on future alliances. The purpose of this study is to promote discussions on the future development of the ROK-US alliance and propose three points of emphasis: "alliance contributing to stability and unification on the Korean Peninsula," "alliance contributing to regional stability," and "alliance sharing understanding based on values." The study proposes expanding the spatial scope while confronting existing and future threats simultaneously. Furthermore, it emphasizes principles based on freedom and democratic values to prepare for unstable security environments in the future. To achieve the proposed points of emphasis, the study presents the existing joint alliance system, the parallel alliance system, and the US-Canada alliance type as options and compares their pros and cons.
