2022년 중간선거 이후 트럼프 전 대통령의 정치적 영향력은 여러 여론조사 결과 낮아지고 있다. 그리고 이를 반영하듯 118대 의회 하원의장 선출과 FY2023 예산안 상원 가결에 있어 공화당 의원들 사이에서 트럼프 전 대통령의 의사에 반하는 투표 행태들이 나타나고 있다. 본 논문은 제시된 두 사례를 바탕으로 공화당 의원들 중 누가 어떠한 목적으로 케빈 매카시 의원의 하원의장 선출에 반대표를 던지고, FY2023 민주당 예산안에 찬성표를 던졌는지 분석하였다. 분석 결과 두 사례 모두에서 공화당 내부 갈등이 관찰되지만, 갈등의 원인과 분열 대상에 있어서는 상･하원이 차이를 보였다. 하원에서는 공화당 내 영향력이 약한 비주류 의원들이 매카시 의원의 하원의장 선출로 자신들의 당내 입지가 더욱 약해지는 것을 경계하며 그에게 반대표를 던진 것으로 보인다. 반대로 상원에서는 주류 상원의원들이 사회기반시설 예산 확보와 같은 지역구 이해관계에 기반하여 민주당 예산안에 찬성표를 던진 것으로 여겨진다.

After the 2022 midterm elections, former President Donald Trump’s political clout has been declining according to various polls. Reflecting this, after the elections, several Republicans voted against the former president’s intentions regarding the election of the House Speaker and the Senate approval of the FY2023 appropriation bill. Based on the two cases presented, this article analyzed which Republicans voted against Kevin McCarthy’s election as House Speaker or in favor of the FY2023 appropriation bills. In both cases, internal Republican conflicts were observed, but there were big differences between the upper and lower chambers in terms of who conflicted and why. Statistical tests show that anti-establishment representatives, who had weak influence in the Republican Party, voted against McCarthy’s election, wary of further weakening their influence. On the contrary, in the Senate, politically robust Senators voted in favor of the Democrat-led appropriation bills for their states’ financial interests (e.g., infrastructure investment).
