방송통신심의위원회 회의록 내용분석 -5기 방송심의소위원회 아동·청소년 관련 심의를 중심으로-

본 연구의 목적은 방송통신심의위원회의 방송심의소위원회 회의록 중 아동·청소년과 관련된 심의안건 내용분석을 통해 아동·청소년 관련 심의 현황과 특성, 개선사항을 파악하고자 한다. 이를 위해 5기 방송통신심의위원회 방송심의소위원회가 출범하여 첫 정기회의를 진행한 2021년 8월 13일 부터 2022년 12월 20일까지 총 69건의 회의록을 수집하였다. 이 중 37건의 회의록에서 84건의 심의안건을 최종 분석자료로 선정하였다. 분석 결과 첫째, 아동·청소년에게 유해한 요인들은 시청자 민원에 의해 민감하게 발견되는 것으로 나타났다. 둘째, 비교적 정형화되어있지 않은 프로그램의 특성을 가질수록 아동·청소년에게 부정적인 영향을 줄 가능성이 높은 것으로 나타났다. 셋째, 아동·청소년의 보호적 관점이 반영된 심의규정의 구체화가 필요한 것으로 나타났다. 넷째, 혐오 및 폭력, 음주 및 흡연 등의 방송으로부터 아동·청소년 보호를 위한 방송제작 지침이 필요한 것으로 나타났다. 다섯째, 아동·청소년의 발달적 특성을 고려하여 심의가 이루어지도록 해당 전문가의 심의참여와 시청자 심의과정 참여제 도입, 아동·청소년 관련 전문기관과의 협력적 심의체계 마련 등을 제안하였다. 위와 같은 연구 결과를 바탕으로 향후 아동·청소년의 보호를 위한 방송심의 제도 개선에 대해 논의하였다.

The purpose of this research is to analyze the content of deliberation items concerning children·youth in the meeting minutes of the Subcommittee on Broadcast Deliberation in the Korea Communications Standards Commission. Through this analysis, we aim to identify the deliberation status, characteristics, and areas for improvement related to children·youth. From August 13, 2021, to December 20, 2022, the 5th Korea Communications Standards Commission's Subcommittee on Broadcast Deliberation conducted regular meetings and collected a total of 69 sets of meeting minutes. Among these, 84 deliberation items were subjected to final analysis from a total of 37 sets of meeting minutes. The analysis results are as follows: First, harmful factors to children·youth are keenly identified through viewer complaints. Second, programs with relatively less standardized features are more likely to have a pronounced negative impact on children·youth. Third, it was necessary to specify the deliberation regulations reflecting the protection perspective of children·youth. Fourth, it was found that there is a discernible need for broadcasting production guidelines geared towards the protection of children·youth from content encompassing hate speech, violence, as well as depictions of alcohol and tobacco consumption. Fifth, in order for the deliberation to take into account the developmental characteristics of children·youth, the child development specialist's participation in the deliberation process, the introduction of a participation system for general viewers, and establishment of a cooperative deliberation system with institutions related to children·youth were suggested.
