초록/요약
민주주의, 자본주의, 다자주의, 법치주의 등에 기반한 자유주의 국제질서는 제2차 세계대전 이후 미국 패권의 등장과 함께 성립되어 탈냉전 이후 주된 가치 질서로 인정되며 강화되어 왔다. 하지만 세계화에 대한 반감의 증가, 민주주의의 후퇴, 초국가적 문제들의 부상, 자본주의 경제 질서의 내재적 취약성 등의 문제로 인해 자유주의 국제질서는 현재 위기에 봉착했다. 본 논문은 이러한 위기의 시대를 목도하며 자유주의 국제질서 위기의 원인을 국제와 국내의 두 가지 분석 수준에서 정치와 경제 영역을 중심으로 다층적인 분석을 시도한다. 나아가 권위주의 질서의 유지, 강화에 있어 디지털 신기술이 적극 활용되며 자유주의 국제질서의 위기가 가속화되고 있다는 판단 하에 디지털 권위주의의 등장 및 확산 과정을 중국 및 러시아에 대한 사례연구를 통해 분석한다.

The liberal international order (LIO)―represented by democracy, capitalism, multilateralism, and the rule of law―was established with the rise of the U.S. hegemony after World War II and has been respected as the prevailing world order since the end of the Cold War. However, due to the growing opposition to globalization, democratic backsliding, the rise of transnational issues, and the inherent vulnerabilities within the capitalist economic order, the LIO has encountered a crisis. This article analyzes the causes of the crisis in a comprehensive manner through two issue areas of politics and economics at both domestic and international levels. Furthermore, our case studies on digital authoritarianism show that the crisis of the LIO is exacerbated by new digital technologies actively utilized to consolidate the authoritarian regimes.
