초록/요약
본 연구는 김정일 정권 승자연합의 변동과 영향요인을 분석하여 김정일 정권의 안정성 변동을 파악하고자 한다. 선출인단이론은 독재정을 독재자와 승자연합 간의 보상과 통제의 관계로 보기 때문에 승자연합을 분석하면 정권의 안정성을 파악할 수 있다. 본 연구는 김정일 정권의 승자연합을 유훈통치기, 김정일 집권기, 권력이양기로 나누고, 현지지도 동행자 네트워크에 대해 소셜 네트워크 분석을 통해 김정일 정권 승자연합의 개편, 그리고 분할통치의 여부와 변동 요인을 살펴보았다. 분석결과, 김정일 정권의 승자연합은 유훈통치기와 김정일 집권기에는 축소되었지만 권력이양기에는 다시 확장되었다. 그리고 김정일 집권기에는 승자연합이 크게 개편되지 않았지만 역시 권력이양기에는 승자연합이 대폭 개편되었는데, 이는 권력승계과정에서 승자연합의 개편과 더불어 최대한 다양한 엘리트를 포섭하기 위한 것으로 보인다. 동종선호성의 측면에서는 조선노동당의 엘리트들은 전 기간에 걸쳐 동종성호성을 보였다. 조선인민군의 엘리트들의 경우 유훈통치기에는 동종선호성을 보이지 않았지만 선군정치를 공식화한 김정일 집권기와 권력이양기의 경제행정분야 현지지도에서 동종선호성이 나타났다. 반면, 정무원의 엘리트들은 김정일 집권기 이후에 동종선호성이 사라지는 양상을 보였다. 이러한 동종성호성을 분석을 통해, 김정일 정권의 당과 군의 엘리트 간 분할통치의 양상을 확인할 수 있었다.

This study investigates the dynamics and influencing factors that shaped Kim Jong-il’s winning coalition to understand the North Korean regime’s stability fluctuations. Through employment of the selectorate theory, the dictatorship is seen as a delicate equilibrium between rewards and control between the dictator and his winning coalition. The research identifies three distinct phases in the evolution of the Kim Jong-il regime’s winning coalition: governance in accordance with necrocracy, Kim Jong-il’s personal rule, and the power transition period. By employing social network analysis to scrutinize the field guidance entourage network, this study examines the reforms within the winning coalition, potential divide-and-rule strategies, and the evolving factors that influenced these dynamics. The findings reveal a contraction of the winning coalition during the initial two phases, followed by expansion during the power transition period, aimed at incorporating a more diverse elite spectrum. Homophily analysis revealed consistent homophily within the Korean Workers’ Party elites. In contrast, after Military-First Politics became official, North Korean People’s Army elites showed homophily mainly during Kim Jong-il’s ruling period and the subsequent period’s economic-administration field guidance. However, Administration Council elites displayed decreasing homophily after Kim Jong-il’s rule period. This study unveils discernible divide-and-rule patterns among party and military elites during Kim Jong-il’s regime.
