본 연구의 목적은 2021년 학교폭력 예방 및 대응 정책 추진 실적을 분석하고, 피·가해학생 중심 예방 및 대응 정책 추진 현황에 반영된 학교폭력 위험 및 보호요인을 분석하는 것이다. 이를 위해 2021년 학교폭력 예방 및 대책 정책과 관련된 자료를 대상으로 키워드 네트워크 분석을 실시하였다. 분석 결과에 따르면 사이버폭력에 대한 실제적 예방 및 대응 정책이 중점적으로 다루어지고 있는 것으로 확인되었다. 또한, 학교폭력 피해의 보호요인을 강화하고 학교폭력 가해의 위험요인을 감소시켜 효과적으로 피해학생을 보호하고 가해학생을 조치·교육하는 다양한 정책이 실시되고 있는 것으로 나타났다. 본 연구는 빅데이터 네트워크에 드러난 학교폭력 피·가해학생 영향요인과 학교폭력 예방 및 대응 정책을 연관지어 살펴보았다는 데 의의가 있다. 이를 바탕으로 근거기반 학교폭력 정책에 대한 시사점을 제시하였다.

The purpose of this study was to analyze the Prevention and Countermeasures against School Violence Policy in 2021 using the keyword network analysis method and identify how risk and protective factors related to school violence experiences were reflected in the policy. Among the Prevention and Countermeasures against School Violence Policy in 2021, 226 materials including government reports, press releases, newsletters, curriculum and teaching materials were collected. Using these big data, frequency analysis, centrality analysis, and ego network analysis were conducted. The results of this research were as follows: First, the policy of prevention and countermeasures against school violence in 2021 focused on practical prevention and intervention programs for cyberbullying, which has recently emerged as a major social problem. Second, various policies were being implemented to effectively protect the victims of school violence and take action against the perpetrators of school violence by strengthening the protective factors and reducing the risk factors. Based on the analytical results of this study, implications for evidence-based school violence prevention policy were discussed.
