영농직업재활시설의 발달장애인 평생교육공간으로서의 가능성 탐색 : S농원 사례를 중심으로

본 연구는 탐색적 사례연구로서 발달장애인 근로자의 개별 역량을 지원하기 위해 제공했던 S농원의 공식적, 비공식적 교육프로그램의 내용과 효과를 분석함으로써 영농직업재활시설의 평생교육공간으로서의 발전가능성을 탐색하고자 하였다. 이를 위해 중증 발달장애인이 근로하는 S농원의 비장애인 종사자 4명을 대상으로 개별 심층면담을 진행하였고, 연구자의 관찰노트와 S농원이 발행한 보고서와 블로그, 종사자의 발달장애인 근로자 면담및 관찰일지 등 다각도로 수집된 질적 자료를 토대로 주제분석을 실시하였다. 분석결과는3가지 대주제와 10가지 범주, 16가지 개념으로 도출되었다. ‘근로 유지를 위한 교육 제공’ 은 ‘다양한 평생교육 영역을 포괄함’과 ‘장애의 특성을 고려한 효과적 교육방법을 적용함’ 으로 나타났고, ‘근로와 교육을 통해 근로자에게 일어난 삶의 변화’는 ‘일상생활수행능력이 향상됨’, ‘직업적 역량이 강화됨’, ‘건강이 호전됨’, ‘대인관계기술이 증진됨’, ‘돌봄의객체에서 돌봄의 주체가 됨’으로 범주화되었다. 마지막으로 ‘정책적 지원 요구’는 ‘정부의책임감 있는 지원’, ‘재정 지원 구조 개선’, ‘충분한 인력 지원’으로 나타났다. 분석 결과를토대로 발달장애인의 지속가능한 일자리 제공과 개인 역량 강화를 위해서 영농직업재활시설의 발달장애인 평생교육기관으로의 활용 및 지원 방안을 제시하였다.

This exploratory case study aimed to explore the potential of agricultural vocational rehabilitation facilities as lifelong learning spaces by examining the content and effectiveness of formal and informal lifelong education provided by Farm S in supporting workers with developmental disabilities. Individual in-depth interviews were conducted with four non-disabled workers at Farm S. Other qualitative data included the researcher's observation notes, reports and blogs published by S-Farm, and journals written by non-disabled workers about their work with people with developmental disabilities. The results of the thematic analysis were organized into three major themes: 10 categories and 16 concepts. "Providing education to maintain employment"was categorized as "covering various areas of lifelong education" and "applying effective education methods that take into account the characteristics of disabilities." "Changes in the lives of workers through work and education" was categorized as "improving daily life performance," "enhancing professional competence," "improving health," "improving interpersonal skills," and "becoming a caregiver instead of a care receiver." Finally, "policy support needs" were categorized as "responsible government support," "improved financial support structure," and "sufficient human resources." Based on the results of this analysis, we propose a plan to utilize and support agricultural vocational rehabilitation facilitiesas continuing education institutions for people with developmental disabilities to ensure sustainable jobs and strengthen individual capabilities.
