Objectives: Children's Day, established on the principle of respecting children's rights, represents a significant national commemoration in South Korea. In the context of a presidential system, the President's Children's Day speeches have substantial influence on child policy and legislative actions. This study aims to analyze the perspectives on children in these speeches delivered by South Korean presidents. Methods: We conducted a content analysis of 33 speeches delivered by presidents from Syngman Rhee to Jae-in Moon. Results: Firstly, only 33 Children's Day speeches were identified from the first to the nineteenth president. The analysis showed that these speeches were primarily "adult-centered" (125 cases, 59.8%), "neutral" (67 cases, 32.1%), and "child-centered" (17 cases, 8.1%). This distribution highlights a notable lack of child-centered perspectives among South Korean presidents. Additionally, the perspectives on children showed no significant changes across historical periods, ideological orientations, or the UN Convention on the Rights of the Child's ratification phases, indicating that these perspectives have remained static and are susceptible to regression due to insufficient advocacy. Conclusions: The study recommends proactive child policy implementation by presidents, the enactment of “Basic Act on Children”, the establishment of an independent child ombudsperson, and efforts to secure voting rights for children and adolescents.
