초록/요약
여성할당제의 긍정적 효과에도 불구하고, 할당제에 대한 여론은 점차 부정적으로 변화하였 으며, 이에 본 연구에서는 다년도 실증 분석을 통해 여성할당제의 의식 변화 요인에 대한 분석 을 진행하였다. 본 연구의 결과는 크게 네 가지로 요약할 수 있다. 첫째, 할당제가 제도적으로 자리 잡을수록 대중의 선호도가 낮아질 뿐 아니라 분열되고 있는 역설적 현상이 관찰되었다. 둘째, 여성할당제에 대한 시각의 변화는 능력주의의 부상과 밀접한 관련이 있다. 능력주의의 성향과 여성할당제 선호는 지속적이고 유의미한 상관관계를 보이며, 특히 능력주의에 대한 키워드가 부상한 이후 통계적 유의미성이 점차 강해지는 경향을 확인하였다. 셋째, 능력주의 성향이 강할수록 여성뿐 아니라 청년과 같은 정치적 소수자에 대한 우대에 반대하는 경향을 보였다. 마지막으로, 성별과 세대는 여성할당제와 지속적인 상관관계를 보였으나, 능력주의 와의 유의미한 교차효과를 찾아내지는 못하였다. 이는 성별과 세대 요소가 능력주의가 아닌 다른 기제를 통해 여성할당제에 대한 태도에 영향을 줄 가능성과, 능력주의에 대한 보다 엄밀 한 개념 정립과 측정의 필요성을 시사한다.

Despite the positive effects of the quota system, public opinion on gender quotas in South Korea has gradually deteriorated since their introduction, especially among the younger generation. While the rise of meritocratic beliefs has been regarded as the main driver of such opposition, empirical support for this claim remains weak. Using multi-year survey data, this study unveils the relationship between meritocracy and gender quotas in South Korea. We report four findings. First, despite the positive impact of quotas on female political representation, public opinion on gender quotas has become less supportive and more divided over time. Second, the change in views on quotas is closely related to the rise of meritocracy, in that meritocratic orientation is consistently associated with opposition to quotas. Third, those with stronger meritocratic beliefs do not only oppose gender quotas but also for quotas for the youth, another demographic with little political power. Finally, while gender and cohort effects were consistently associated with the support for quotas, we found little evidence for their interaction effects with meritocracy. This suggests that the gender gap in opposition to quotas may be mediated by more explicit forms of anti-feminist backlash than meritocracy.
